Wisconsin teenager forced to live in basement, wear diaper, police say

A Wisconsin couple is accused of locking their teenage daughter in the basement without access to a toilet or a sink before sending her to school covered in feces, according to news reports.

The 13-year-old, who has autism and cognitive disabilities, was not allowed to sit on furniture or use the bathroom in the family home in Brookfield, Wis., and was referred to as “Stink” by her mother’s boyfriend, according to court records cited by the Associated Press.

The girl’s 41-year-old mother and her mother’s 47-year-old boyfriend are each charged with one count of child neglect and the teenager has been removed from the home, according to the AP.

Officials at the teenager’s school told authorities that she had been showing up to school caked in dried feces for months, according to the AP.

The girl told school personnel that when she arrived home each day she was taken into the basement and forced to change into a “onesie with a zipper in the back,” according to the AP. She would remain there, she told school officials, until the next day. She told officials that the room has a cot but that her blankets had been taken away because she soiled them, according to the AP.

Police said teachers and counselors reported the neglect to the Waukesha County Department of Health and Human Services in December, according to WITI-TV Fox 6 News. School officials contacted the teen’s mother, but the girl continued to show up at school with “dried stool in a diaper or sometimes on her clothing,” the AP reported.

Authorities said Lutheran Social Services had been working with the family and knew about the teenager’s abusive living conditions as much as a year ago, the station reported.

The girl’s situation was finally brought to the attention of authorities by an anonymous tipster who told police a teenager girl was being kept in the basement and “treated like an animal,” according to WITI-TV.

When investigators visited the home earlier this month they discovered that the temperature in basement was around 50 degrees, the station said.

Joe Gnatzig, a 25-year-old next-door neighbor, told the AP he had no idea there was a neglected child in the home.

“I didn’t even know she was there,” he said. “I never even saw her get off the bus.”
